Leadership Transition and Next Phase of Development
Dear Colleagues, Partners, and Members of the TRB Community
As the Trauma Regulation Board (TRB) continues to evolve, we are pleased to share an important organisational update marking our transition from foundational development into a new phase of implementation, delivery, and growth.
Leadership Transition
Following the successful completion of the TRB’s initial development phase, Rachel Fairhurst, Founder of the Trauma Regulation Board will conclude her role within the organisation’s leadership structure.
Rachel will now focus on advancing her wider programme of work in trauma‑informed system reform, research, and authorship. Her contribution to the TRB’s conceptual architecture has been instrumental in establishing the organisation’s early direction and structural framework.
This transition reflects the natural progression of the from design to operational delivery, with a clear and robust foundation now firmly in place.
During the TRB formation, Rachel has operationalised and enhanced the tri‑phasic model, designed and built symptom‑cluster mapping methodologies, set in motion trauma‑informed diagnostic and systems reform playing a central role in shaping the organisation’s early architecture and strategic positioning.
Rachel has published a book where this architecture maps out and enhances children’s social work practise.
The book“ A guide to trauma regulated social work with children - by Rachel Fairhurst” will soon be rolled out by Routledge Taylor & Francis Group.
With this foundation complete, the TRB now moves confidently into its next phase under dedicated executive leadership.
Appointment of Chief Executive Officer
We are pleased to announce the appointment of Troy Finbow as Chief Executive Officer of the Trauma Regulation Board.
Troy brings extensive frontline and leadership experience across military and emergency service environments, with specialist expertise in:
People empowerment. Championing teams of committed high performers thriving in positive working environments. Sponsoring and talent spotting individualism and diversity.
Smooth thinking high‑risk decision‑making in complex environments.
Complex incident preparedness, response and assessment.
multi‑agency coordination across military, emergency services and civilian organisations .
Trauma preparedness, prevention , reduction, recording, monitoring and support.
Troy's leadership is grounded in operational reality in multiple countries. Ensuring the TRB’s standards remain both rigorous in design and effective in practice. Helping all nations in positive change towards a modern answer to long standing problems and shortcomings.
Strategic Direction
With the new structure in place the TRB will continue advancing its core objectives
establishing trauma‑regulated standards across sectors
progressing accreditation and regulatory pathways
expanding implementation across the UK and internationally
embedding structured trauma‑informed decision‑making within operational systems
This marks a shift from conceptual development to applied delivery, with a clear focus on scale, impact, and long‑term sustainability.
Positioning for the Next Phase
The appointment of a Chief Executive represents a significant milestone in the TRB’s evolution, with defined leadership and a completed structural foundation, the organisation is now positioned to:

How TRB Training Supports You
The TRB is offering the UK’s first trauma-governed workforce standard. Our CPD's and accredited programs help you engage with individuals affected by trauma and equip you with a solid foundation of trauma awareness by grounding practice in the Universal Trauma Practice Standards. The training reinforces the safeguards required for the trauma informed practitioner. It supports practitioners across all sectors Most importantly, it enables anyone working with traumatised persons to align their practice with emerging regulatory expectations, ensuring that their approach is ethically robust, trauma‑aware, and compliant with the TRB’s evolving oversight framework.
